El Nor Apartments was an extensive renovation of an unreinforced masonry building that required relocating the entire community of seniors during construction. Scope of work generally included envelope upgrades, seismic retrofits to the structure and complete refinish of the living units and common spaces. Specific improvements to the ‘20’s era building included masonry restoration at windowsills and repointing, tie-down systems to new grade beams and footings, shear wall installation throughout, life safety upgrades to Mechanical and Electrical systems, and heat-pump hot water boilers.

As living units were completed tenants were moved back in floor by floor to ensure Community Roots Housing would meet tax credit and HUD leasing requirements. BGCC insured a livable and safe environment for tenants as they returned with construction still ongoing.

The project was set in a dense urban location where Buchanan had to be strategic about mobilization and demobilization, with little lay down area to work with. Comprehensive COVID-19 Work Plan implemented in the early stage of Stay Home, Stay Healthy to keep site open and safe.
